Afro-Honduran Community approves National Plan of Action for the International Decade of Afro-Descendants in Honduras





On November 30, 2018, representatives of different Afro-Honduran communities participated in the day of socialization, validation and approval of the National Action Plan for the International Decade of Afro-descendants in Honduras.  A proposal arose out of this initiative as a result of a collective constructive dialogue where members of this community could identify and translate concrete actions aimed at improving the quality of life of Honduran population in the coming years.

This plan aims to develop into a mechanism for the implementation of specific actions at the national level in order to move towards recognition, justice and development, as reflected in the Declaration of the United Nations Organization in relation to the International Decade for People of African Descent.
Process of construction of the Proposal for a National Action Plan
Since January 2018, ODECO initiated a process to obtain up-to-date information for the preparation of the Action Plan, which led to 17 Municipal Workshops being held as well as a national day of validation of inputs, where participants identified their main concerns to be overcome during the next 5 years (reword did the participants say what the problems how could they be resolved in 5 years) as well as weaving the proposals in such away as to ensure a sustainable integral development with identity, aligned with the 2030 Plan, the SDGs trying not to leave anyone behind. 
This event was made possible thanks to the accompaniment of the Spanish Agency for International Cooperation, AECID, which supports ODECO in the implementation of the Political Advocacy Actions and Institutional Strengthening Project for the fulfillment of the International Decade of Afro-descendants, especially in Honduras.
About the Afro descendant Decade
The International Decade for People of African Descent was proclaimed by General Assembly resolution 68/237, indicating that this Decade will be developed from 2015 to 2024, and that it constitutes an auspicious period in history in which the United Nations, the Member States , civil society and all other relevant actors will join Afro-descendants worldwide, and take effective  measures to implement the program of activities in a spirit of recognition, justice and development.

The objectives of the Decade are:

• Promote the respect, protection and realization of all human rights and fundamental freedoms of people of African descent, as recognized in the Universal Declaration of Universal Human Rights;
• Promote greater knowledge and respect for the diversity of the heritage and culture of people of African descent and their contribution to the development of societies;
• Approve and strengthen national, regional and international legal frameworks in accordance with the Durban Declaration and Program of Action and the International Convention on the Elimination of All Forms of Racial Discrimination, and ensure their full and effective implementation.

Next steps:
• Development of the Your Rights Campaign within the framework of the Decade of Afro-Descendants.
• Socialization of the Plan with different actors
• Delivery to the Government of Honduras
