Condenamos el Golpe de Estado en Honduras (English version below Spanish)

La Organización de Desarrollo Étnico Comunitario ODECO, comprometida con los anhelos del pueblo hondureño y concientes de la actual situación nacional, caracterizada por una polarización de la población, la inestabilidad del sistema democrático, preocupada por la estabilidad de las instituciones nacionales y absolutamente convencida de la necesidad de impulsar profundas transformaciones sociales, que le permitan a todas las personas que habitan en el territorio nacional participar activamente en las grandes decisiones que conduzcan al país hacia el fortalecimiento de la democracia, el respeto a la soberanía nacional y al imperio de la Constitución de la Republica, al irrestricto cumplimiento de las leyes vigentes en el país, y deseosos de ver a Honduras convertida en una nación donde se apliquen imparcialmente las leyes y se castiguen a sus transgresores, sin importar estrato social una vez vencido en juicio, tal como lo garantiza la Constitución de la República, hacemos del conocimiento publico nacional e internacional lo siguiente:

PRIMERO: Consternados con los últimos acontecimientos y en observancia de las leyes vigentes DEPLORAMOS la forma en la que fueron irrespetados los derechos humanos del ciudadano Presidente Constitucional de la República de Honduras, Señor Manuel Zelaya Rosales en fecha 28 de junio de los corrientes.

SEGUNDO: Condenamos enérgicamente el Golpe de Estado fraguado contra el Gobierno de la República, haciéndose uso de las Fuerzas Armadas para lograr tales propósitos que hoy por hoy mantienen a Honduras ante la comunidad internacional como un “remedo de republica”, cuyos procedimientos poco diplomáticos anteponen los intereses de la oligarquía petrificada en el poder que pone en entredicho las garantías del funcionamiento de una verdadera democracia participativa e incluyente, en donde muy pocos pueden realmente hacer realidad sus grandes anhelos de progreso y bienestar colectivo, privilegiando el respeto a las leyes y a la persona humana como sólidas bases para transformar las condiciones deplorables en las que se encuentran sumidas las inmensas mayorías excluidas y empobrecidas del país.

TERCERO: Si bien es cierto que el ciudadano Presidente Constitucional de la Republica de Honduras y sus Ministros no atendieron reiteradas disposiciones y ordenamientos de diferentes organismos competentes del Estado Hondureño, también es cierto que nuestro país CLAMA por una mejor administración de la justicia, así como de todos sus recursos naturales, humanos, económicos y financieros. El PUEBLO exige y ha exigido a la clase política y dominante de este país, mayor distribución de la riqueza, mayor participación en la construcción y administración del Estado, transparencia en el manejo de la cosa pública, mayor inversión para hacer posible el desarrollo socioeconómico, especialmente de los sectores empobrecidos, marginalizados y excluidos.
Lo ocurrido en los últimos meses en el país debe llamar la atención de los Partidos Políticos, especialmente del Partido Nacional y Partido Liberal, en el sentido de realizar las reformas necesarias para permitirle al pueblo hondureño una participación EFECTIVA Y DE CALIDAD que conduzca al país por los senderos de construcción de la paz social, el desarrollo económico, político, social, cultural, técnico – científico y ambiental, promoviendo y asegurando la participación igualitaria de hombres y mujeres en las grandes decisiones que afecten a la patria.

CUARTO: Lo anterior sirve como fundamento y base sólida para hacer un llamado a los diferentes sectores que conformamos la hondureñidad, especialmente al Congreso Nacional de Honduras, para la inmediata RESTITUCION del Señor José Manuel Zelaya Rosales, a su cargo de Presidente Constitucional de la República de Honduras, en irrestricto apego y respeto al Estado de Derecho.

QUINTO: Vemos propicia la ocasión para recordar que “NO TODO LO LEGAL ES JUSTO, NI TODO LO JUSTO ES LEGAL¨. La carencia de mecanismos de expresión de la voluntad popular (Plebiscito y Referéndum), impiden la materialización de las justas demandas del pueblo hondureño, ya que están limitadas o blindadas por las trabas legales que las oligarquías concensúan en sus mesas de negociaciones; quienes generalmente resuelven sus “diferencias” utilizando el poder que les confieren las instituciones y organismos del Estado, que controlan y sirven a sus intereses.

Por lo antes expresado proponemos la realización de UN GRAN DIALOGO DE EMERGENCIA NACIONAL, para que por medio del concurso de todas fuerzas políticas, económicas y sociales del país se establezcan los compromisos y los tiempos perentorios para impulsar las reformas necesarias que garanticen la participación ciudadana y el fortalecimiento de la democracia.

A la comunidad internacional le pedimos mantenerse expectante al curso de los acontecimientos y a mantener su solidaridad con el pueblo hondureño.

Hacemos un llamado a los Poderes del Estado a dirimir todas las diferencias a través de los mecanismos establecidos en la Constitución de la República y demás Leyes, a observar el principio de la libre autodeterminación de los pueblos y a no permitir la intromisión de otros Gobiernos en nuestros asuntos internos.

We Condemn the Honduran Coup*

STATEMENT
The Organization of Ethnic Community Development (ODECO),
Committed to the aspirations of the Honduran people and aware of the
current situation, which is characterized by a polarization of the population
and the instability of the democratic system;
Concerned about the stability of national institutions and absolutely
convinced of the need to promote deep social changes, which will enable all
people in the country to actively participate in major decisions that will lead
the country towards strengthening democracy, respect for national
sovereignty and the rule of the Constitution of the Republic and towards the
unrestricted enforcement of current laws in the country;
And hoping to see Honduras become a nation where laws are applied
impartially and offenders are punished, regardless of social status once
judged in court, as the Constitution of the Republic guarantees;
Make the following public knowledge, nationally and internationally:
FIRST: Dismayed at the recent developments and observing the current
laws, we DEPLORE the manner in which the human rights of the citizen
President of the Republic of Honduras, Mr. Manuel Zelaya Rosales, were
disregarded on June 28th.
SECOND: We strongly condemn the coup against the Government of the
Republic, making use of the Armed Forces to achieve these purposes, which
today keep Honduras as a “semblance of a republic” in front of the
international community. This non-diplomatic process prioritizes the
interests of the oligarchy petrified in power and calls into question the
guarantees of the operation of a real participatory and inclusive democracy,
where very few can actually aspire to their greatest desires of collective
wellbeing and prosperity, giving priority to respect for laws and for human
beings as the solid foundations to transform the deplorable conditions in
which the immense majority of the excluded and impoverished in the
country find themselves.
THIRD: Although it is true that the citizen President of the Republic of
Honduras and his ministers did not respond to repeated orders and
provisions of different State agencies in Honduras, it is also true that our
country CALLS OUT for a better administration of justice, and better
administration of its natural, human, economic and financial resources. THE
PEOPLE demand, and have demanded, to the political and dominant class in
this country better distribution of wealth, better participation in the
construction and administration of the State, transparency in the
management of public goods, and increased investment to facilitate
economic and social development, especially in sectors that are
impoverished, marginalized and excluded.
What has happened in the past few months should attract the attention of the
Political Parties, especially the National Party and the Liberal Party, and
motivate them to carry out the necessary reforms to facilitate the
EFFECTIVE AND QUALITY participation of the Honduran people. This
would steer the country on the path to constructing social peace, and
economic, political, social, cultural, and technical (scientific and
environmental) development and would promote and ensure the equal
participation of men and women in the major decisions that affect our
country.
FOURTH: The previous sentiments serve as a solid foundation to call on
the different sectors that comprise Honduran society, particularly the
National Honduran Congress, for the immediate RESTITUTION of Mr.
José Manuel Zelaya Rosales to his position as the Constitutional
President of the Republic of Honduras, with unlimited esteem and
respect for a State based on the rule of law.
FIFTH: This is a fitting opportunity to remind ourselves that “NOT
EVERYTHING LEGAL IS JUST, AND NOT EVERYTHING JUST IS
LEGAL.” The lack of mechanisms for our people to express their will
(Plebiscite and Referendum) prevent the just demands of the Honduran
people from becoming reality because they are limited, or blinded, by the
legal roadblocks that the oligarchies agree to around the negotiation table;
oligarchies that generally resolve their “differences” by using the power
bestowed on them by State institutions that control and serve their interests.
Given what we have just expressed, we propose an EMERGENCY
NATIONAL DIALOGUE so that, through the collaboration of all the
country’s political, economic and social forces, the necessary commitments
and deadlines are established in order to promote the reforms necessary to
guarantee citizen participation and the strengthening of democracy.
We ask the international community to maintain vigilant with regards to the
developments taking place and to maintain its solidarity with the Honduran
people.
We call on the Powers of the State to resolve their differences through the
mechanisms established by the Constitution of the Republic and other Laws,
and to observe the principle of self-determination of the people and not
allow other governments to interfere in our internal affairs.
